Supporting Access for Children with Disabilities to Child Care: Understanding Enhanced Rates and Ohio PROMISE

Children with disabilities and identified special needs deserve access to child care settings that are prepared, supported, and inclusive. Ohio’s publicly funded child care system includes a Special Needs Enhanced Rate that can provide additional reimbursement to eligible child care programs serving children with identified special needs.

Recent rule changes now require programs to obtain the Ohio PROMISE Designation in order to receive the enhanced rate. This educational webinar, hosted by ElevateDD, will help families, providers, and community partners better understand what this means and how to navigate the process.

Participants will learn what the Special Needs Enhanced Rate is, who may qualify, how families and providers can apply, what documentation may be needed, and how Ohio PROMISE connects to inclusive child care quality and provider eligibility. The webinar will also introduce ways to get involved, ask questions, and support more inclusive opportunities for children with developmental disabilities across Ohio.

Supporting Dignity, Safety, and Inclusion: Diapering and Toileting Guidance for Ohio Schools

Students with diapering and toileting support needs have the right to access school with dignity, safety, and appropriate support. This webinar will walk families, educators, school leaders, and support professionals through Ohio’s multi-agency guidance on diapering and toileting hygiene in schools.

The session will focus on what the guidance means in practice, how schools and families can work together, and how Routine Personal Care Plans can support student independence, privacy, health, and inclusion. Participants will leave with a clearer understanding of best practices, common planning questions, and practical ways to support children across early childhood, elementary, middle, and high school settings.
