Request for Proposals: Website Development & Technical Support Contractor

Project Overview
ElevateDD is seeking a qualified website development contractor to design and build a centralized, accessible systems navigation hub on ElevateDD’s website. This hub will serve as a one-stop resource for people with developmental disabilities and their families across Ohio.
The initial website build will support training content, downloadable resources and advocacy tools, a statewide partner directory, and ongoing content updates informed by community input.
This work is funded by a grant from the Ohio Department of Developmental Disabilities through June 30, 2027.
Scope of Services
The selected contractor will:
Design and build an accessible, user-friendly website section using our existing platform
Ensure compliance with WCAG 2.2 AA accessibility standards
Collaborate with ElevateDD staff to structure content for clarity and plain language
Build or integrate features to support:
Recorded trainings (video hosting, captions, transcripts)
Downloadable advocacy tools
Statewide partner directory
Website contact/request form for 1:1 support
A blog that will be updated monthly by ElevateDD staff
Optimize site performance, usability, and mobile responsiveness
Provide documentation and basic training to ElevateDD staff for content updates
Ongoing support needs may include:
Technical maintenance
Feature enhancements based on user feedback
Support for analytics and reporting
Deliverables
Collaborate with ElevateDD to create website design mockups, with iterative process as needed
Attend regular meetings with ElevateDD team
Create fully functional and WCAG 2.2 AA accessible systems navigation hub, including:
A statewide partner directory
Downloadable advocacy tools
Sustainable training for ElevateDD staff
Documentation and training materials
Launch-ready section of website by early 2027
Qualifications
Demonstrated experience building accessible websites and writing in plain language.
Knowledge of and experience implementing WCAG 2.2 AA standards
Experience creating content accessible to people with disabilities preferred
Experience working with nonprofits or public-facing resources preferred
Strong communication and collaboration skills
Demonstrated ability to meet grant-driven timelines and deliverables
Commitment to accessibility, equity, and inclusive community engagement
Professional or personal experience with developmental disabilities, advocacy, or family-centered systems preferred
Contractor Terms
This engagement will be governed by ElevateDD’s Independent Contractor Agreement. All website code, content, and related work product will be owned by ElevateDD.
Proposal Submission Requirements
Interested contractors should submit a proposal that includes:
Brief organizational or individual background and relevant experience (max 1 page)
Description of approach to the scope of work (max 2 pages)
Proposed timeline and availability
Budget and fee structure (see Budget section below)
At least two relevant references
Interview Process
All qualified applicants will be invited to participate in an interview as part of the selection process.
ElevateDD reserves the right to request additional information and negotiate scope/pricing prior to final selection.

Budget and Term
ElevateDD has an expected budget for this work totaling approximately $45,000, subject to final scope and negotiation. We will consider proposals that can fulfill the requirements within this range.
The anticipated contract term is from 9/8/2026 through 6/30/2027.
