Troy Hunter
President & CEO
Troy Hunter is a respected nonprofit leader and policy professional dedicated to strengthening opportunities for individuals with developmental disabilities and the families who support them. As President & CEO of ElevateDD, he leads our statewide advocacy platform that unites and supports our three communities: the Down Syndrome Association of Central Ohio (DSACO), Learning Aid Ohio, and Adult Literacy Ohio. Together, these programs work to promote authentic inclusion, expand educational access, and build stronger communities across the state.
Troy brings more than a decade of experience in child development, disability services, and public policy. Before joining ElevateDD, he served as Managing Director of Policy at Groundwork Ohio, where he worked closely with community partners and state leaders to advance practical, data-driven solutions that improve outcomes for children and families. His work emphasized accountability, measurable results, and collaboration across public and private sectors.
Earlier in his career, Troy held leadership and faculty roles at The Ohio State University Nisonger Center, where he supported early intervention and inclusive education programs for children with developmental disabilities. As part of the Leadership Education in Neurodevelopmental and Related Disabilities (LEND) program, he mentored graduate students and professionals committed to early childhood and family-centered care.
A licensed social worker, Troy’s background spans both direct service and executive leadership, giving him a strong understanding of the real-world challenges faced by families, educators, and providers. His approach centers on common-sense solutions, responsible stewardship of resources, and partnerships that create lasting impact in local communities.
In addition to his leadership at ElevateDD, Troy teaches at The Ohio State University College of Social Work and serves on several boards, including the National Association for the Education of Young Children (NAEYC), ARC Voyagers, and the OSU College of Social Work Alumni Society, where he serves as Vice President.
Troy earned his bachelor’s and master’s degrees from The Ohio State University and is completing his doctorate in educational studies. His research examines how families navigate early education systems for children with disabilities, reflecting his lifelong commitment to supporting strong families, effective systems, and inclusive opportunities for all.
