Kelsey Frobeen 

Program Manager 

Kelsey Frobeen serves as the Program Manager for Learning Aid Ohio, leading statewide efforts to connect students with disabilities to compassionate, qualified tutors who provide individualized, in-person educational support. Her work focuses on ensuring that every family across Ohio has access to the tools, guidance, and relationships needed to help their learners thrive. 

With a strong background in project management and process development, Kelsey plays a key role in improving program accessibility, streamlining technology systems, and enhancing communication between families, tutors, and funding partners. She is dedicated to making the Learning Aid Ohio experience as smooth and supportive as possible, from the moment a family applies to the success stories that follow. 

Kelsey’s passion for this work is deeply personal. As a parent who has navigated the world of special education herself, she understands the hope, uncertainty, and determination that come with advocating for a child’s unique needs. This lived experience shapes the empathy and care she brings to every decision, ensuring that families feel heard, valued, and supported. 

Kelsey believes that when students are met with understanding and opportunity, their confidence grows and with it, their potential. Her commitment to equitable education drives her mission to make meaningful learning accessible for all.
